Thank you for your concerns on ace.wp whilst Indonesian editors mostly will avoid this tricky issue. For me it is still not clear what are their aiming at. The past incident are still fresh in mind. The new issue that they raised have some good point and certainly is not that difficult to implement: just don't put any female picture. (simplistically). Also, I'm not sure it's good to bring along the whole Sharia issue, let's just focus on the awrah (aurat) part.

This is, IMO, what basically they want to see in your draft:

The Acehnese Wikipedia is predominately used and contributed by people from Acehnese culture background. Thus, since their culture considers obscene images¹ as offensive, the editors wished to exclude all images that are obscene¹ from Acehnese Wikipedia

¹Images that shows all parts of body except face and palm (women) and between navel and knee (man).

So, no images of western women, no images of female with their hair shown, and no images of non-Moslem women. That's what they ask, and that's what I'd like them to reconsider. Heck, even our own president Megawati Soekarnoputri couldn't be shown under this condition. Probably they should just make the Acehnese Wikipedia as text-only Wikipedia. The answer to both are yes. But there are problems too: first, I don't think the editors are that savvy, so they would need help from people who do not share their views. Second, the official pose is without veil. I'm not sure what they think of our female president actually... Actually, I'm a bit confused now that I think about it. Si Gam Aceh was figthing the whole Wikipedia about displaying Muhammad image, thus he was blocked from editing Wikipedia for forcing that view into other projects. Now he want to be back , and he only give one condition, that is about nudity. Does that mean he no longer will fight about images of Muhammad? (i.e. extreme example: if someone post the image of Muhammad, will he continue his past action again?) Is this a really good idea? вёӣйүӀіп ※ 21.58, 6 Desember 2011 (WIB)

If what he's asking is a second chance, IMO it should be limited to ace.wp (he's still forbidden to edit other projects, except id.wp maybe). And his team can grow ace.wp as they wish, as the policy only apply locally. It means he can only upload images locally, and so on.

I'm pretty sure you can't find a picture of Angela Merkel which fit their criteria :) (uncropped). Thanks for the effort of trying to find the Megawati picture, I only used her as an example of the most prominent Indonesian. Now that I think about it, the picture of most prominent Acehnese woman didn't fit their criteria too! Cut Nyak Dhien was a national hero, and I'm sure all Acehnese are proud of her. About the conservativeness of their user base, I think one of them influence the lot. Some editors that I've known from id.wp are okay before with these things, until they were swayed.
